CONFIDENTIAL,
GOVERNMENT HOUSE.

Dear Sir Francis Piggott,
You spoke to me confidentially some
time ago regarding the Ordinance incorporating the Hongkong and Shanghai Bank, and asked me whether I saw any objection to your redrafting the ordinance for them.
I asked the Colonial office confidentially
and am told that it is considered to be out of the question
that an officer holding the position of Chief Justice
should receive any fee for doing so.
As I have heard nothing more from you
on the subject it is possible that the matter has lapad, but I thought it right to let you know the result of my confidential enquiry, since you asked my opinion
as Governor.
Very truly yours,
(sd) F.D.LUGARD.
